[jfx-tests] RFR: 8319231: Unrecognized "minimum" key in .jcheck/conf causes /reviewers command to be ignored

Fix the `[checks "reviewers"]` section of `.jcheck/conf` to match the mainline jfx repo. See openjdk/jfx#1275 for details.
