Which other PR fixed this? The JBS bug should be linked to that bug, and possibly reference it in the title.

Speaking of which, the current title is not accurate and should be changed to reflect the fact that this is a testbug for the purpose of adding a test for a problem that is already fixed.

Often we use a summary like one of the following:

[testbug] Add a test for JDK-nnnnnnn
[testbug] Add a test for macOS system menubar leaks
