RFR: 8328136: Create release notes for JavaFX 22

Just an opinion. Consider adding a Features or New API category to
highlight related contributions and the fact that the platform is moving
forward with new possibilities. It's hard work and imho Platform
Preferences is long overdue and much more important to be sorted like
enhancement.
