[jfx22] Integrated: 8328136: Create release notes for JavaFX 22

This is a necessary backport of the JavaFX 22 release notes to the `jfx22` branch.

NOTE: We will _not_ tag `jfx22` nor rebuild JavaFX 22 as a result of this commit.
