I think there is value in having a basic, extensible RTA control in the jfx repo, but one reason it is being proposed as an incubator is so we don't have to make that final decision.

Absolutely. I have a branch, [kevinrushforth:8309381-incubator](https://github.com/kevinrushforth/jfx/tree/8309381-incubator), all ready to go with just those changes. I'll created Draft PR soon.
