Andy was mistaken. There isn't a way to request this. JBS accounts are tied to having an OpenJDK ID, which means becoming an [Author](https://openjdk.org/bylaws#author) in an OpenJDK Project.

The JBS bug ID question can be assigned to the sponsor of the PR. You will be listed in `git` as having authored the PR, using the name and email address from the HEAD commit of your PR branch.
