RFR: 8346228: Update GStreamer to 1.24.10

- Updated GStreamer to 1.24.10 and Glib to 2.82.4.
- Testing done on all platforms with all supported formats.
- Removed gstdiscoverer.c. We do not use code from this file.
- No other changes or bug fixes are done.
