User Agent Stylesheets

Hi,

I just ran into this issue again where I wrote a custom control with an inner custom control and both of them have their own user agent stylesheet, so basically an outer custom control and an inner custom control. I tried using the user agent stylesheet of the outer custom control to change rules for the inner custom control, but that seems to be impossible. Am I missing something or is this the intended use of user agent stylesheets?
