I just did another round of testing on master. I can get it to reproduce when I have a Parallels VM running fullscreen in a separate space (which I usually do). Based on the tip provided by @kevinrushforth I can also get it to reproduce if I have another JavaFX app open. If I close my VM's and don't have any other JavaFX app running it can be hard to reproduce.

I've also had instances where the problem reproduces until suddenly it doesn't. I toggle the system setting on and then off to get the problem to reproduce again.
