@hjohn Now that the CSR has been finalized, this PR will be marked as `ready` once the CSR is approved by the CSR chair.

As @jayathirthrao noted in [this comment](#pullrequestreview-3150607807), he has a corresponding change in a closed-side whitebox test that needs to go in at roughly the same time as this PR. Please coordinate the timing of integration with Jay.
