@hjohn Since this PR is ready, please delegate the integration of this PR using "/integrate delegate" command.(https://wiki.openjdk.org/display/SKARA/Pull+Request+Commands#PullRequestCommands-/integrate).

This will enable me to check-in this PR and closed-side whitebox test change at same time.
