RFR: 8370883: Update boot JDK to 25.0.1

Update boot jdk to 25.0.1, along with gradle update to version 9.1.0.
The gradle 9 related deprecation are already addressed with [JDK-8360586](https://bugs.openjdk.org/browse/JDK-8360586)
