RFR: 8365515: Create release notes for JavaFX 25

This should be pretty close to the final version. We do have 1.5 weeks of RDP2 left, so there is still the possibility of a P2 bug getting fixed and backported to jfx25. For this reason, I will leave the PR in Draft until after RDP2 ends and we have produced the first RC build.
