RFR: 8361644 : Update ICU4C to 77.1

[Hima Bindu Meda]

Updated icu to v77.1. Verified build on windows, mac and linux. Sanity testing looks fine. No  issues seen.

Commit messages:
 - update license file for icu
 - white space correction
 - set U_HAVE_CHAR16_T flag to 0 for linux(same as mac and windows)
 - writeAssemblyCode should have same signature as before
 - resolve compilation error on windows
 - update cmake for icu77
 - update icu to v77.1
