RFR: 8378034: Add licenses for gcc 14.2.0

Added license file for gcc 14.2.0. After integration in mainline, I intend to backport it to the `jfx26` stabilization branch.

This is the JavaFX equivalent of PR openjdk/jdk#29661 / [JDK-8377509](https://bugs.openjdk.org/browse/JDK-8377509).
