[jfx26] RFR: 8378034: Add licenses for gcc 14.2.0

Clean backport to `jfx26` stabilization branch. This is needed for JavaFX 26 GA. Since it is a `noreg-doc` change, it can go in during RDP2 without needing extra approval (a review is still needed).
