RFR: 8378383: Create release notes for JavaFX 26

We could also update the enhancement tickets to reflect the actual work that was done. As it stands, the tickets are often written from a "what we'd like to do" perspective, whereas the CSR is "what we've actually implemented". Those two things are not always the same.
