Updates to the Vector API

All,

I've put up a webrev including some updates to the Vector API to bring it up to speed with the talk at JVMLS.  One additional patch should be coming with some more class implementations.  The expression trees will also come in a later patch.  I'm currently waiting on my keys to be installed so I can push the commit myself.  The webrev is below for anybody who would like to review.
