Vector API Mask Boolean Operation Support

Hi Paul,

The patch looks great :) - and please do roll in the boolean operator changes in this patch if possible.

However, can you please wait until early next week to merge it so I can get the JVM working properly with new class structure? I will let you know when the corresponding changes have been made on JVM side.
