[VectorAPI] Corner case test coverage

Renamed to cornerCaseValue. I will merge the changes in a minute.

Please note that this work adds two test failures - one that I have root caused and will submit fix immediately after the merging of this patch. And another (mul for long256) that remains to be diagnosed.

Looks good. How about we rename the method to coreCaseValue, since it is now used in places other than comparison.
