[vector] UseSSE=2, UseSSE=3, and UseAVX=0

Hi everyone,

I would like to contribute a few more fixes, this time for UseSSE=2, UseSSE=3, and more fixes for UseAVX=0. With these changes, every combination of UseSSE=0 through UseSSE=4 with UseAVX=0 through UseAVX=2 (15 combinations), all pass on my skylake client (avx2) system.
