[vector] Linux SVML gcc version string handling

Please find below a patch which fixes the gcc version string handling for the Vector API Linux SVML assembly files:

For the preprocessor to work in Linux assembly, the filenames need to have .S as extension instead of .s.
Also corrected the required major minor version string and the header file placement.
