[foreign] Panama EA - August 2019 edition

Hi,
I'm pleased to announce that a new version of the early access Panama 
binaries is available:

The jextract model was completely reworked - now jextract generates 
sourcefiles that are then compiled with a standard javac compiler, 
rather than emitting classfiles directly - this should take care of the 
many issues we have encountered in the past where missing (or incorrect) 
classfile attributes were affecting usability inside IDEs. Many thanks 
to Sundar and Henry for that great piece of work. We've also been busy 
on fine-tuning performances, especially in the case of struct access; 
here I'd like to thank Jorn for some great work that he put into that area.
