[foreign] RFR 8219231: Add deprecated Scope.newNativeScope

Hi,
as we migrate from new form of the Scope API (which requires 
Scope.globalScope().fork()), I think it would be a good idea to provide 
an interim @Deprecated method to ease migration to the new API.
