[foreign] JBS ticket dashboard

Hi Maurizio,

I've added you as editor for the dashboard and the 2 filters.

I've kept the filters fairly broad since there are not that many 
tickets. Currently it shows anything that has repo-panama as either it's 
affected version or fix version, has a status of New or Open, and then 
splits up the tickets by label. Please feel free to edit the filters if 
you think they can be improved.
