CFV: New panama Committer: Sandhya Viswanathan

I hereby nominate Sandhya Viswanathan(openjdk id: sviswanathan) to 
Committer role in Project Panama.

Sandhya is a long-standing contributor to x86 support for Vector API at 
Intel.
