[vector] Add test case for vector shuffle operations with C2

Could anyone please help to review this patch?

When I add VectorLoadShuffle and VectorRearrange backend support for AArch64 platform, I find that these instructions are not tested fully. In this patch, I add iotaShuffle test case which can test VectorLoadShuffle instruction separately.
