The 'foreign' part of Panama is now located on GitHub

To be clear, is the branch with all the new goodies in master or in 
'foreign'? The old Panama repo had a 'foreign' branch IIRC as well, so a 
bit confused. I'm missing a lot of platform specific layouts with a 
master build so i'm assuming it's 'foreign'...
