[vector] Fix jtreg failure compiler/vectorization/TestNaNVector.java for AArch64

Hi, 

When testing full jtreg on AArch64 platform, compiler/vectorization/TestNaNVector.java fails.
This patch could fix this failure. Could you please help to review it?
AArch64 UseSVE is also changed, as we will have both SVE1 and SVE2 in future.
