[foreign-jextract] RFR 8237577 minimal jextract tool on jextract API

Hi Sundar,
the code looks good; I'm sure that we can improve the code generation 
code a lot; also note that static library paths will be carried over at 
runtime, which, I think is not what we want. But we can fix these things 
later.
