[vector] Make generation of perf tests optional

Hi Paul,

The patch looks good. Only one minor thing, the gen-tests.sh --list continues to list the benchmark tests even if PERF_DEST is not defined.

This should make it easier to disable the generation of performance tests, and simplify merges from vectorIntrinsics when the perf templates and perf test project are removed from the vector-unstable branch.
