CFV: New panama Committer: Chris Hegarty

I hereby nominate Chris Hegarty (openjdk id: chegar) to Committer role 
in Project Panama.

Chris has already helped us quite a bit with the development and testing 
of the Foreign Memory Access API, and would like to continue to do so 
(or, at least I'd like him to) :-)

Votes are due by November, 13, 2020.

Only current panama Committers [1] are eligible to vote on this 
nomination. Votes must be cast in the open by replying to this mailing list.
