[vectorIntrinsics] RFR: Merge panama-vector:master

This pull request merges master changes into vectorIntrinsics.

@nsjian Need your help to merge test/hotspot/gtest/aarch64/asmtest.out.h (I have left the git merge markers in place for asmtest.out.h).
