[vector-api] draft CSR for vector compress expand

We will need help from Eric or Ningsheng for merging master into vectorIntrinsics. There is conflict in aarch64 files:

 both modified:   src/hotspot/cpu/aarch64/aarch64_sve.ad
 both modified:   src/hotspot/cpu/aarch64/aarch64_sve_ad.m4
 both modified:   src/hotspot/cpu/aarch64/macroAssembler_aarch64.cpp
 both modified:   src/hotspot/cpu/aarch64/register_aarch64.hpp
 both modified:   test/hotspot/gtest/aarch64/asmtest.out.h

Now that https://github.com/openjdk/jdk/pull/5873 has been integrated I think we can merge vectorIntrinsics+compress into vectorIntrinsics, perhaps after master is merged into vectorIntrinsics?
