CFV: New Panama Committer: Jie Fu

I hereby nominate Jie Fu (OpenJDK ID: jiefu, GitHub ID: DamonFool) [0] to Panama Committer.

Jie has contributed many patches to the Vector API and has been really helpful battle testing the implementation, reporting issues and proposing fixies for them in panama-vector [3] and jdk [4] repositories.
