This has now been reverted (thanks Sundar).

We will leave this alone unless we can find a solution that is obviously 
better than the status quo. Having multiple layers of filtering seems 
complex - I think one big plus of the current filtering strategy is that 
it is dead simple, but yet powerful, so I'd like to preserve those 
properties.
