CFV: New Panama Committer: Smita Kamath

I hereby nominate Smita Kamath (OpenJDK ID: svkamath, GitHub ID: smita-kamath) [0] to Committer role in Project Panama.

Smita is working on enhancing the Vector API with FP16 support [3] and has also enhanced the Vector API to support compress/expand, reverse bits, and popcount [4].
