[JDK-8277420](https://urldefense.com/v3/__https://github.com/openjdk/jdk/pull/8817__;!!ACWV5N9M2RV99hQ!L3upR4bp5-13v6u_qe5QxOXtSrxNGNKlbaBHWVwnjLODexrrk1mgzgCjOWAutIXchkMP-mSW-mooP0cdTHnaLw$ ) added a button to copy a link to a section of javadoc to the clipboard.
This cleanup PR canonicalizes all header ids in the java.lang.foreign package to the preferred (non-legacy) style, and adds ids in places where they are missing as well.
