Submitted new Vector API JEP

Hi,

I just submitted a new Vector API JEP:

It’s really a formality to “keep-alive” the incubation on each release, rather than not doing so which could mislead the community into thinking the work has been discontinued.
(Recall that the current plan is to align with Valhalla’s value objects. When value objects preview and the Vector API implementation aligns we can decide to exit incubation and also enter preview.)

I will wait until we are close to or at RDP 1 to summarize any minor API enhancements and notable performance enhancements. Since we are committing PRs in the JDK repository we don’t know what the complete set of enhancements will be until RDP 1.
