Project proposal: AArch64

I propose to create the AArch64 project, with me as Project Lead and
the Porters Group as the the sponsoring Group.

The aim of this project is to create a complete port of OpenJDK for
ARM's AArch64 64-bit architecture.

This AArch64 port will be use the ARMv8 instruction set, which was
announced in the autumn of 2011 and is expected to be first used in
processors in 2014.

We already have a complete template interpreter ready to contribute
and are starting work on the JITs.

Do I have the approval of the Porters Group to put forward this
proposal for a vote?
