We need to provide a better fontconfig.properties file for AIX

Hi,

our current AIX port only has a very basic aix.fontconfig.properties
file (jdk/src/aix/classes/sun/awt/fontconfigs/aix.fontconfig.properties)
which contains the standard postscript fonts and probably only
supports the default Latin encodings. It would be nice to get a better
fontconfig file from our IBM colleagues which covers all the potential
fonts and fonts/encodings pairs which may be installed on an AIX
system.

I've opened bug "8034218: AIX: Provide a better fontconfig.properties
file" (https://bugs.openjdk.java.net/browse/JDK-8034218) for this
issue (any volunteer please feel free to assign himself to this issue
:).
