RFR: 8172964: [aix] AIX VM should not handle SIGDANGER

please review this bugfix for AIX.

In short, this removes the handling for SIGDANGER from the hotspot.
Handling SIGDANGER has almost no benefit for us but interferes with AIX OOM
killing mechanism, making effects of ow-paging-space situations on AIX more
severe than they would need to be.
