We could, assuming it isn't too much effort to maintain.

There are a few cases where the effort to get the tests to pass when 
headless shouldn't be too much and I'd have a preference to just doing 
that rather than listing individual tests in the group definitions. The 
beans tests are one example when they almost all pass when headless and 
it looks like there are only 10-12 that would need a small update to 
work headless.
