CFV/Result: New Quality Group Member: Balchandra Vaidya

I hereby nominate Balchandra Vaidya as a Quality Group member.

Balchandra is a member of Oracle's Quality team, and has been contributing
to the quality of OpenJDK for several years.

Since January 2013 he has been a regular contributor to the quality 
mailing list
providing regular regression test results for early access builds for  
JDK 7 updates,
JDK 8 Updates and JDK 9. To enable others to generate similar results, 
he has
provided Tutorials [3] to assist people executing jtreg tests.

While it would be standard to call for votes, wait for 2 weeks, and 
tally the
results according to a Lazy Consensus [1], I note that I myself am the only
person eligible to vote [2]. I therefore cast my vote in favor and announce
the result as follows:

Yes: 1
Veto: 0
Abstain: 0

According to the Bylaws definition of Lazy Consensus, this is sufficient
to approve the nomination.
