Draft JEP: JDK Core Libraries Test Stabilization

Really happy to see this happening - @Stuart - if the bugs can all be
tagged in a particular way then perhaps it's a good target for the Adoption
Group in their hackdays (assuming some of the tests can be reproduced on
our platforms)
