what means Incomplete resolution

Most bugs move to JDK as is from the submitter.  We scrub inappropriate 
contents (if any) and
confidential information (if accidentally provided). We make the bugs 
Resolved/Incomplete if we
need additional information from the submitter after sending an email to 
the submitter and will
Close after 14 days with comments --  but there could be 
exceptions/human errors.

In effect, we need additional information for Resolved/Incomplete & 
Closed/Incomplete where
community can contribute ( not necessarily a fix, but define the bug 
where others can fix).  Would
some query of Incomplete on bugs.java.com help?
