Most bugs move to JDK as is from the submitter. We scrub
inappropriate contents (if any) and
confidential information (if accidentally provided). We make the
bugs Resolved/Incomplete if we
need additional information from the submitter after sending an
email to the submitter and will
Close after 14 days with comments -- but there could be
exceptions/human errors.

In effect, we need additional information for Resolved/Incomplete
& Closed/Incomplete where
community can contribute ( not necessarily a fix, but define the bug
where others can fix). Would
some query of Incomplete on bugs.java.com help?
