Cross compiling devkit?

Hi Thomas,

Previously, we prepared a guide for OpenJDK RISC-V Port Cross-compiling here:
http://cr.openjdk.java.net/~fyang/openjdk-riscv-port/BuildRISCVJDK.md 

This guide is based on `adoptopenjdk/centos6_build_image`, which requires docker installed on your machine.
