[sctp-dev] Windows port

Hi Gili, 

If I understood Christopher in previous posts, I don't think it would be any
big issue helping him getting SCTP support available for the windows
platform too, but he needs help doing so if wanted. I am also very
interested in the possibility to have native SCTP support on windows
platform, and could perhaps help in building/testing such support too. 

The main thing is to decide which implemetation to support, and stick with
it, so the need for supporting several different implementations is limited,
after that I wouldn't mind trying to get it working on windows.
