[sctp-dev] sctp level loadbalancing

Hi Romith,

There is no specification that I am aware of for load balancing across 
the multiple interfaces available to an SCTP associations.

A simple web search finds many hits for SCTP load balancing, but as of 
yet there is nothing concrete. If an extension is ever developed at the 
native level, then this is certainly something that we can look at 
supporting in the Java API.
